Full job description

Certified Application Counselor will facilitate consumer enrollment in a Qualified Health Plan (QHP) through the Federal Marketplace and or other health programs such as Medicaid and CHIP, and assist qualified individuals in making informed decisions on the selection of a health plan. The Financial Advocate will ensure patients are informed about the sliding fee scale and their ability to apply. The Certified Application Counselor will provide services to all consumers, including but not limited to CHCFD patients and area residents, particularly residents underrepresented in the health insurance marketplace.

  • Provide application assistance and facilitate enrollment of eligible patients and community members in health insurance programs.
  • Assist patients with completing Sliding Fee application.
  • Maintain knowledge and expertise in eligibility, enrollment, and program specifications of the Federal Marketplace and other health coverage programs such as Medicaid and CHIP.
  • Provide education to new patients to inform them of all the services CHC offers.
  • Ensure the protection and security of a consumer’s personal, confidential and identifiable information in a professional and responsible manner, according to the standards and requirements of the Health Insurance Portability and Accountability Act (HIPAA).
  • Provide information and assistance in the consumer’s preferred language and/or provide limited-English proficiency consumers with oral and written notices of their rights to receive language assistance services and how to obtain such services.
  • Provide referrals for consumers with questions, complaints, or grievances to any applicable office of health insurance consumer assistance or health insurance ombudsman, or any other appropriate state agency or agencies.
  • Assist with the development and dissemination of marketing and promotional materials for outreach, application assistance and education activities that are tailored to CHCFD’s service delivery area and target population.
  • Provides excellent internal/external customer service via telephone, email or face-to-face contact to assist patients with their eligibility and enrollment needs, and Center staff with questions or concerns regarding health coverage programs processes and requirements.

Job Type: Full-time

Pay: $16.00 - $20.00 per hour

Expected hours: 40 per week
